I established HDB Town Planning and Design in 1997 with a clear vision: to provide innovative, forward-thinking solutions for the ever-evolving planning and development industry. Over the years, I’ve had the privilege of building strong professional relationships across all levels of Government, allowing me to take a collaborative, solution-driven approach to every challenge.
With over 20 years of senior leadership experience in Local Government, spanning both Engineering and Town Planning, and over 25 years experience in the private sector, I bring a unique combination of technical expertise and practical insight to every project. My background in urban design, civil engineering, town planning, and business management, combined with my graduation from the Australian Institute of Company Directors, equips me to deliver tailored, effective solutions to even the most complex development issues.
I hold a Post Graduate Diploma in Urban and Regional Planning and qualifications and civil engineering. My passion lies in creating sustainable, thriving communities that meet today’s needs while supporting future generations. I’m proud to be part of a team that shares my dedication to delivering exceptional outcomes, and we look forward to partnering with you to bring your vision to life.

I’m here to provide clear, practical planning advice and support to developers, industry professionals, and homeowners alike. With decades of experience, I’m passionate about guiding projects to success with solutions tailored to each client’s needs.
Since 1984, I’ve built extensive expertise in Town Planning, covering everything from major development assessments and innovative strategic planning initiatives to rezoning proposals, urban design analysis, and Land and Environment Court work. My work integrates environmental management, engineering, architecture, building construction, and transport planning to deliver well-rounded outcomes.
Having served in senior and executive planning positions across Singleton, Maitland, Newcastle, and Cessnock Councils, I have a deep understanding of the Hunter Valley region and the unique challenges it faces. My comprehensive knowledge of the NSW planning system—including development assessment, strategic land use planning, and environmental planning—allows me to navigate complex regulations with confidence.
I hold a Bachelor of Urban and Regional Planning and a Certificate in Local Government Leadership. My focus is always on delivering positive, practical outcomes that add value and drive success for every project I work on.

Aprajita Gupta

I am a passionate Town Planner dedicated to delivering sustainable and practical solutions for projects of all scales—whether simple or complex.
Since joining HDB Town Planning and Design, I have worked on a wide range of Development Applications across residential, commercial, industrial, and public infrastructure sectors, including projects with complex planning challenges. My goal is to provide clarity and ensure seamless outcomes that align with your vision.
I completed my Master of Urbanism (specialising in Urban and Regional Planning) at the University of Sydney in 2020. Prior to this, I worked as an Architect, contributing to projects ranging from small-scale residential developments to large hospitality and corporate designs. This diverse background gives me a unique perspective, enabling me to integrate design principles with strong planning expertise.
With a Bachelor of Architecture and extensive experience in strategic and development planning—including a role as a Strategic Planning Intern in local government —I bring creativity, technical skill, and a solutions-driven mindset to every project I undertake.

I am passionate about creating functional, sustainable environments that deliver real value for our clients. As an experienced Consultant and Town Planner, I take pride in finding solutions that meet the unique needs of every project.
I have a Masters of Sustainable Environments and Planning from Bond University, where I was honoured to receive the University Award for Best Overall Student. I also hold a Bachelor of Commerce (Accountancy) and a Diploma of Project Management. My diverse qualifications give me a well-rounded understanding of project delivery from planning to execution.
With years of experience working on community development projects alongside Aboriginal Land Councils in Newcastle, Port Stephens, and the Central Coast, I have a strong connection to the Hunter Valley region. Born and raised in the Hunter, I understand its history, growth, and what matters most to local people.

Rod Fletcher

I’m here to help you navigate the development process, including local government and Hunter Water approval pathways, and when needed, I’ll liaise with other NSW government agencies to keep your project moving forward.
With over three decades of experience in civil engineering Design and development, I bring a wealth of expertise to the table. I began my career in 1986 working with Port Stephens, Gosford, and Wyong Councils, where I specialised in infrastructure design. Since transitioning to private consultancy in 1994, I’ve expanded my focus to include full development assessment and design, helping clients unlock the full potential of their sites.
My work has taken me across the Lower Hunter, Central Coast, and Hornsby regions, providing me with a strong understanding of local challenges and opportunities. Whether it’s stormwater management, sewer and water reticulation, or broader infrastructure solutions, I combine practical knowledge with a proactive approach to deliver results.
I hold qualifications in Civil Engineering and Urban Stormwater Drainage. I am also an Accredited Water and Sewer Reticulation Designer with Hunter Water and an Associate Member of Engineers Australia.

I hold a Bachelor’s Degree in Civil Engineering . With over six years experience, I’ve worked on geotechnical, structural, and hydraulic projects across Brazil and Australia. My background has equipped me with the expertise to deliver practical and sustainable solutions that meet diverse project requirements.
In addition to technical design, I specialise in feasibility studies and the preparation of comprehensive project reports, including material quantities, quality assessments, and cost evaluations. This ensures you have the clarity and data needed to make informed decisions at every step.
